Bert Belanger holds a B.S. in Architecture from OSU, a J.D. from OU College of Law and, from 1983 to 1997, was a practicing real estate attorney and affordable housing consultant experienced with the use of numerous subsidy programs, including HOME, Section 42 Housing Credits, Historic Credits, Tax Exempt Bonds, CDBG and TIF. From 1992 to 1997, Belanger redeveloped portions of the Historic Paseo area located between Heritage Hills and Crown Heights in Oklahoma City. These efforts included the Breighton Apartments on Paseo, a $4.4 MM revitalization project that involved a private/public partnership with the City of OKC and is generally credited for the rebirth of this historic area. From 1997 to July of 2004, Belanger served as a Vice President and General Counsel of ERC Properties, Inc. During his tenure at ERC, Belanger was responsible for the development of over 4,000 apartments, and worked to pioneer the use of Federal HOME Block Grant funds in financing affordable housing throughout OK and AR. Belanger is currently a member of the Fannie Mae National Housing Impact Advisory Council and Fannie Mae/Oklahoma Partnership Housing Council, as well as various bar associations. He has served on the Boards of Drug Recovery, Inc., Crown Heights Neighborhood Association, and Paseo Community Development Association.

Currently, in addition to providing legal and development consulting services to various clients, Belanger is a partner in OKC Town Center, a developing Mixed Use area located North of Bricktown in Downtown OKC, known as The Triangle, and is particularly focused on developing For Sale Housing in this Urban setting, through a new homebuilding company with his partners Pat Garrett and Anthony McDermid, Ronald and Jason Bradshaw, Triangle Development Partners LLC. He is also a partner in several commercial projects, including 2 office/mixed use buildings within the Triangle.

Belanger’s operating company is UrbanWorks, Inc., a real estate service company offering brokerage, development and construction management services. The construction services involve the commercial subcontracting of concrete wall building shells using BuildBlock ICF (insulating concrete forms). Belanger is also a shareholder and director of BuildBlock Building Systems, LLC, based in Oklahoma City.

Belanger lives in Oklahoma City with his wife, Paula; their 2 children, Brooke and Blake, attend the University of Oklahoma.
